When a freak accident wipes out most of the Parliament of the small banana republic of Aggravatia, LESTER HOPEWELL, a self-absorbed playboy junior politician, is appointed Prime Minister by the alcoholic figurehead President. Initially excited by the prospect of power, Lester finds his ambitions stymied by the newly appointed interim Opposition Leader DR. CLAIRE CHANCE, who demands new elections.

 

Lester’s party, the PAP, is forced to unite with Claire’s party, the UFO, to secure the Parliamentary majority. The catch is that Lester must initiate proceedings against INTERCORP, a mining company Claire insists is responsible for many environmental disasters, including the one that killed all the previous members of Parliament. Lester now has to race to eliminate any trace of the kickbacks he receives from InterCorp. But he simultaneously takes Claire’s advice by rehiring PROF, a former Finance Minister turned street-dweller who restarts the economy and gets Aggravatians feeling good about themselves again.

 

However, when BASIL TAYKALL, a former corrupt Prime Minister with dictatorial intentions, returns to Aggravatia seeking re-election, the country is thrown into turmoil. Taykall reveals Lester’s bribe-taking from InterCorp, sparking calls for Lester’s resignation and imprisonment and causing a rift between Lester and Claire.

 

A heartbroken Prof resigns in disgust and returns to vagrancy. Taykall takes the opportunity to kidnap Claire and offer her a position in the new regime he intends to establish once Lester is forced to demit office. But when Lester discovers Claire’s absence, he engages some loyal police officers to find Prof and to help them free Claire. And when Lester and Taykall finally face off, the fate of democratic Aggravatia hangs in the balance.
